im sorry for opening this discussion but.... i also think it needs a clear definition otherwise it will be unfair for some guys.
Also i would like to mention that the KERBS, used by almost everyone to make the turns, is located outside the white lines, so in theory, by the rules, you´re not allowed to use the KERBS to approach turns cause it will be considered cutting!!
We kind also have this discussion on NSGP and the solution was to increase the tires penalty when you go to grass/gravel. Like this you can yeah, make a fast lap but you will have to pit earlier due to tire wear so, its a matter of decision of the driver. You cant though make a take over cutting a turn. Race Control penalizes that! 
 
So, clear definition needed. As DEDE mentioned and well, that was the first thought that came to my mind. "
I see if its a good lap and use that one to cut it and cause its not on a regular basis it will not be penalized!" But i will start on front places and that will give right away an advantage towards the others.
