tire 11.5 23.2
tire 20.5 23.2

This is simply the position of the tires in the format tire <x> <y> compared to the pattern file.
It is only relevant for visual effects like smoke and skidmarks, it doesn't change anything about the car's handling.
You can only have 2 "tires", no more, no less.
Was that what you wanted to know?

So to place the the visual effects close to the tyres its a matter of trial and error. Until you get the skid right in place.
