Is it possible to set fuel level slowdown to 5%?

Cause this does not work /fuel 1 200 10 50 5


it become 20%

When I make that command I get 5 % for the full slowdown. You get 20%? Could you try it again? 20 % is, however, the maximum, so if you try to make it bigger, it becomes 20 %.
