It is a common practise to save IPs so that user is given a private IP and all communication to Internet goes through a riyter (router, DSL box or similar) so that when other machines in Internet communicate with your machine, they actually use the IP of the router. That is sometimes called NATting. Your ISP might be the one to ask about how it is possible to run a game server (if it is possible at all). Technically, it should be possible to configure that NAT router to forward packets to certain ports to your machine but I don't know if your ISP allows or supports it.

Internet service provider. The one you are paying to be connected to Internet :).

well, i've been experiencing the same problem. I can connect withing the intranet, between my server 192.168.1.3 and my buddies at 192.168.1.2

been trying to set it up so i can pay with people outside the office, set my net gear router to forward ports 6654 thru 6655 to my computer (which is a server). On the master list, it doesn't show ping or number of players, and even thru direct ip conncetion(using ip of my DSL modem, that thru router is supposed to forward the proper ports) it first just said couldn't connect, than said i might be behind firewall.

I had all firewall software off, and disabled on the router. Even had my ip in the DMZ zone.. all to no vain....

Ok, figured out what the problem was. The router uses NAT, had to bypass it by plugging directly to the DSL modem... freakin lame.
