I like your design but some menu items like: News, Member, Media, Link and Forum is shown out of their boxes (slightly below of where they should be).
As -Wolf- said. You can't scroll down or sideways for that matter. I can't see the whole width on resolution 1024x768 and that screen-size is common on smaller screens and laptops. You should enable vertical and horizontal scrolling.
Fix those things so we can view your whole page
Overall a good looking page.
Edit: Ohh, I didn't see the problem directly. You have made a image background and it is duplicated both horisontally and vertically.
If you not want to repeat backgrounds, you can write it in CSS like this:
background-repeat: no-repeat;
I noticed one more thing. In Mozilla firefox those links is not aligned right but in Internet Explorer it is. Those things can be hard to sort out.
