just play in terra and ask who is admin (havent seen one lately though - but few months ago they were quite active)

there are things you can and cant deal with it reirom ;)
you could play local aswell or try and host your own server
Dont beg for things do it yourself or else you wont get anything!!

For tomorrow's test race, we'll try out some different fuel settings than the ones we're used to.

Full tank: 1650 seconds
Refuel time: 20 seconds
Idle consumption: 75%
Full slowdown: 20%

This basically means that you can run a whole race on a full tank, even though that isn't the smartest thing to do. 1-stop and 2-stop strategies should be pretty evenly matched.

so how we will change this? is in server ? because gpor server 3 laps we need to pit..

so change the tank and car stats how we do?

Yea can we also know the stats of previous season? Or are they stated somewhere else. The difference between those two is more important

So i can already think ab it and calc about my strategy

You don't need it really. Practice with this one:
Full tank: 1650 seconds

The main news is that you can drive the full race length filling the tank to 100%. That shouldn't be a very good idea, though, since the car has bigger full-tank slowdown than before.

You can practise with new settings by opening a server and writing:

I think it probably is possible to do a 31.5 on no fuel...meaning constant under 32's are certainly possible.

I managed a non-perfect 31.666 after a few laps (admittedly lucky, but I replicate close to it), but Im sure if anyone here wanked the track it will be possible to be constantly under 32.

With fuel...impossible. It will be miracle to have 3-4 laps (of all players) just little under 32. We will all try to have constancy and not to use some risky tricks, accept few last laps with empty tank.

Well, I didnt quite accelerate as well as I could of out of the fast hairpin at the top of the track, braked a little too much into the last hairpin, and didnt accelerate as well as possible out of the double apex thing before the last hairpin. However I have still, after 80 laps practice (I did that lap after 5) not managed to get back within 0.2s of that lap, so perhaps it was very lucky.

EDIT: About the crazy...666 is the number of the beast :P
